Juliana Mendoza, GEPA

Juliana Mendoza has been with the safe drinking water program for the past two decades enforcing drinking water rules and working on data issues. In 2001, she worked as the Safe Drinking Water Information System (SDWIS) Administrator with CNMI Division of Environment Quality. She moved to Guam Environmental Protection Agency (Guam EPA) in 2013 as the Environmental Health Specialist and the SDWIS Administrator. Juliana started the sanitary survey program in 2013 as her first assignment to the Guam EPA Safe Drinking Water Program. In addition, she deployed Guam’s first web-based Water and Wastewater Operator’s online examination launched in December 2017. She is currently working getting primacy for Guam EPA which is primary enforcement responsibility for public water systems. She has completed the Primacy Packages for the Revised Total Coliform Rule (which was approved by EPA R9 in 2023) and the Ground Water Rule. 

Juliana received the National Commitment to Excellence Award from the Office of the Groundwater and Drinking Water of the U.S. Environmental Protection Agency for CNMI DEQ in 2007 and for Guam in 2013, 2018, 2019, 2021, 2022, and 2024. As the SDWIS Administrator, she received the GOLD award placing  Guam EPA as the best Primacy Agency for the Best Data Quality amongst the States and Territories in 2022 and 2024.

Juliana received her Bachelor’s Degree in Business Management from Bellevue University in Bellevue, Nebraska, and Associates Degree in Computer Applications and Programming from Northern Marianas College in Saipan, Northern Mariana Islands.    Aside from work, Juliana enjoys making dance and funny Tiktok videos to bring smiles and good vibes for her family and friends.  She loves fashion, loves to cook, weave, sew, and more importantly spending quality time with her husband and children.
