Scott Bio: Scott Connolly is an Environmental Engineer who has spent the last 10 years as an Enforcement Officer and Inspector with the U.S. Environmental Protection Agency. Scott has conducted hundreds of Clean Air Act inspections in 20 different states, while working in EPA Region 5 (Chicago) and Region 9 (San Francisco). Scott leads the Region 9 Stationary Source Air Enforcement team and serves as the Regional Stack Testing Expert. Scott provides technical expertise nationally on enforcement matters related to metal recycling, landfills and oil and gas production and has extensive experience conducting inspections and enforcement at various emission sources including power generation, petroleum products refining and distribution, as well as manufacturing sources subject to Federal Air Pollution Regulations. Scott provides trainings on inspections, federal regulations, and air monitoring equipment to Federal, State, Tribal and Local inspectors throughout the Pacific Southwest Region.
Andrew Bio: With over a decade of experience as an Enforcement Officer and inspector with the U.S. Environmental Protection Agency, Andy Zellinger has developed deep expertise in regulatory compliance and environmental enforcement. Specializing in the Clean Water Act, Clean Air Act, and Underground Storage Tank (UST) regulations, Andy has conducted hundreds of inspections across diverse industrial and municipal sites. Andy’s current focus is on enforcement and compliance assurance of Clean Water Act National Pollution Discharge Elimination System (NPDES) inspections for construction, industrial, and municipal stormwater. Andy has a detail oriented approach to identifying violations, offering compliance assistance and corrective actions, and supporting legal enforcement actions. He brings a thorough understanding of federal regulations, site investigation procedures, and inspection targeting and execution. Andy’s academic background is in Environmental Health Science with a focus on toxicology and risk assessment. Andy has led trainings for Federal state and local inspectors.
