Laboratory Certification Program – An Overview

Juliette Bio: Juliette C. Fujihira holds a Bachelor of Science degree in Chemistry: Chemistry Track from the University of Guam. She is currently pursuing her Master of Science degree in Environmental Science: Professional Track and plans to assess the impact of forest reforestation on the quality of Guam’s surface water. Juliette works at the Guam Environmental Protection Agency as a Chemist, where she performs chemical and microbiological analysis of surface, ground and recreational water. Additionally, she assists in certifying drinking water laboratories in accordance with the Safe Drinking Water Act.

Rudy Bio: Rudy Paulino is a Chemist III at the Guam Environmental Protection Agency. His primary responsibility at the Agency is managing the Analytical Services Program within the Environmental Monitoring and Analytical Services Division. Additionally, he holds the position of Drinking Water Laboratory Certification Officer, certified by the US EPA.

Mr. Paulino holds a B.S. in Chemistry from the University of Santo Tomas in Manila, Philippines. He has over 45 years of experience in various Quality Assurance/Quality Control roles within Manufacturing (including San Miguel Corp. and Foremost Foods, where he served as a Laboratory/QA Manager), in an Educational Institution (the University of Guam), and within a Government Regulatory Agency (GEPA).

Currently, he is working at the Agency to assist in planning and expanding the capabilities of the GEPA laboratory.
